Colombia has one of the most credible renewable energy pipelines in Latin America — anchored by UPME auctions, a mature CREG regulatory framework, and deep local-currency banking depth led by Bancolombia and Banco de Bogotá.
The opportunity
La Guajira and Cesar host world-class solar and wind resource. UPME's periodic renewable auctions have awarded multi-GW pipelines with 15-year indexed contracts, while C&I demand from mining and industrial off-takers is deepening the private PPA market.
Regulatory architecture
The Ministerio de Minas y Energía sets policy; UPME manages project registration and the auction process; CREG issues the tariff and market rules; ANLA leads environmental licensing; and XM operates dispatch and wholesale settlement.
